School districts are prohibited from paying administrative employees more than 6 times their monthly salary in severance agreements when terminating employment contracts due to unsatisfactory job performance

Amends the School Code section on limitation of administrative costs (105 ILCS 5/17-1.5)

Applies to school districts with populations under 500,000 (excludes Chicago)

Existing law already limits annual administrative expenditure growth to 5% per year; this bill adds a new restriction specifically on buyout payments for underperforming administrators
