Requires four Illinois state departments (Aging, Children and Family Services, Human Services, and Public Health) to provide grant procurement training to local governments and nonprofit human service organizations upon request

Prioritizes technical assistance for current grant recipients that are routinely noncompliant with grant requirements

Prioritizes entities that lost department grant funding within the last 5 years and are seeking to reapply

Mandates each department adopt rules necessary to implement the grant technical assistance program

Effective date: July 1, 2025
