Creates a new provisional in-state educator endorsement for candidates who completed an Illinois educator preparation program but failed a content area test that has been determined "non-uniform" due to significant drops in pass rates compared to previous test versions

Requires the State Board of Education to evaluate each content area test within 10-12 months of administration and declare it "non-uniform" if overall pass rates drop by 10+ percentage points or pass rates for any demographic subgroup drop by 15+ percentage points compared to prior years

When a test is found non-uniform, the State Board must convene committees to review test content and bias, offer the previous uniform version of the test as an alternative, and provide free retakes of the uniform test to candidates who failed the non-uniform version

Mandates transparency in the test evaluation process, requiring public disclosure of committee member names, meeting agendas and minutes, and decisions regarding test items on the State Board's website

Allows candidates who took non-uniform content area tests available as of January 1, 2025 to pass by combining their best subscores across multiple attempts if those scores collectively meet or exceed the passing threshold
