Expands the definition of "public building" requiring baby changing stations to include hotels, lodging facilities, public and private schools, small entertainment venues (movie theaters, bowling alleys), health care facilities with public restrooms, transit public parks, and standalone public parks with restroom facilities

Lowers the retail store size threshold from 5,000 square feet to 3,000 square feet for requiring baby changing stations

Reduces the restaurant occupancy threshold from 60 persons to 40 persons for the baby changing station requirement

Requires public buildings to have at least one safe, sanitary baby diaper changing station accessible to both men and women, either in separate restrooms or in a shared location

Exempts industrial buildings, nightclubs, and bars that prohibit persons under 18, single-patient health facility restrooms, and renovations where installation is deemed infeasible or would conflict with disability access requirements
