Creates a PFAS Reimbursement Program allowing eligible entities to recover direct and indirect costs related to PFAS contamination, with reimbursements issued within 90 days of approved applications

Imposes a tax on PFAS manufacturers, with the Illinois EPA required to propose tax rates within one year and the Pollution Control Board required to adopt rules within one year of receiving the proposal

Requires PFAS manufacturers to file quarterly returns with the Department of Revenue reporting the volume of PFAS manufactured, with all tax revenues deposited into the PFAS Fund
