Creates the PFAS Wastewater Citizen Protection Act, establishing that wastewater agencies and their customers should not bear liability or costs related to PFAS contamination, and that PFAS manufacturers should be held responsible for all related costs

Establishes the PFAS Wastewater Citizen Protection Committee within the Illinois EPA to monitor PFAS developments, determine costs for installing elimination technology, and develop strategies to shift those costs to PFAS manufacturers

Requires the Committee to issue a PFAS Action Plan within one year, with annual updates submitted to the Governor's Office, General Assembly, and the EPA

Committee membership includes 15 members: the Governor or designee as chairperson, EPA Director or designee, 4 legislative appointees, and 9 wastewater agency representatives appointed by the Director based on service population size

Prairie Research Institute's Illinois Sustainable Technology Center will provide technical assistance to the Committee; the Act repeals on December 31, 2044
