Creates a new restricted school bus driver permit category valid for operating first division vehicles as school buses or multifunction school activity buses (MFSABs) designed to carry up to 15 passengers, including the driver, for curriculum-related activities

Requires drivers of MFSABs transporting students to hold a valid school bus driver permit and comply with existing school bus safety requirements under Sections 6-106.11, 6-106.12, 12-707.01, 13-101, and 13-109 of the Illinois Vehicle Code

Authorizes the Secretary of State to adopt rules to implement the school bus driver permit provisions

Applies to students in grades 9-12 and K-12 students with Individualized Education Plans (IEPs) with a 1-to-5 staff-to-student ratio at specified schools including Acacia Academy, Alexander Leigh, Marklund, and others

Takes effect July 1, 2026
