School boards are now required (changed from optional) to establish rules and disciplinary procedures governing student use or possession of cellular phones in schools, on school property, and during school hours

Rules must include restrictions on cell phone use during instructional time

School boards may create exceptions for school-based emergencies, individual student and family emergencies, and accommodations under individualized education programs (IEPs) or federal Section 504 plans

Teachers may be granted discretion to allow exceptions to cell phone restrictions

Applies to both general school districts and Chicago Public Schools (amends Sections 10-20.28 and 34-18.14 of the School Code)
