Amends the Dual Credit Quality Act to require school districts to submit written requests to community college districts for partnership agreements, with negotiations beginning within 60 calendar days of the initial request

Creates a standing Dual Credit Committee with 22 members from the Illinois Community College Board and State Board of Education to focus on accessibility, quality, and alignment of dual credit programs

Establishes an appeal process where school districts can challenge community college disapproval of course requests, instructors, or documentation to the Illinois Community College Board Executive Director within 14 calendar days

Requires school districts to first negotiate with their local community college before partnering with out-of-state or alternative postsecondary institutions for dual credit courses, and must demonstrate to the Illinois Community College Board why only an out-of-state institution can provide a requested course

Mandates the Illinois Community College Board conduct a study by October 1, 2030 on the impact of these changes on postsecondary enrollment, persistence, completion, quality, and access to dual credit in Illinois
