Caps administrative fees that local school districts can withhold from charter schools at 3% or less of total annual public funding, with 2% going to the district for oversight and 1% to a statewide charter school membership association for board governance training

Authorizes the State Board of Education to withhold up to 3% administrative fee from charter schools it directly authorizes for contract administration, oversight, and authorizing services

Establishes academic achievement as the principal metric local school districts must consider when evaluating charter school renewals

Requires local school district authorizers to grant renewal terms of at least 5 years if the charter school's average annual summative designation over the contract term ranks in the top 3 designations on the State Report Card
