Amends the Illinois Public Labor Relations Act to exclude Assistant State's Attorneys, Assistant Public Defenders, Assistant Appellate Defenders, Assistant Appellate Prosecutors, and attorneys in the Cook County Public Guardian's office from the definition of "managerial employee"

Allows these attorney positions to be eligible for collective bargaining representation, unless the specific duties of a given position independently establish managerial status under the Act

Specifies that these attorney categories shall not be determined to be managerial employees "as a matter of law," requiring case-by-case analysis based on actual job duties rather than automatic exclusion

Takes effect July 1, 2025
