School boards must prohibit students from using cellular telephones in schools or on school property while attending class

Exceptions allow cell phone use during lunch, recess, passing periods, and emergency situations

Repeals existing provisions that gave school boards discretion to establish their own rules and disciplinary procedures for student cell phone use

Applies to both general school districts and the Chicago Board of Education (Article 34)

State Mandates Act may require reimbursement to school districts for implementation costs
