Municipalities with populations over 500,000 must set aside 10% of funds received from private insurers as direct payment for ambulance or fire services

Set-aside funds can only be used for purchasing or maintaining ambulances, fire engines, and other emergency service vehicles

Exempts funds received through public health programs such as Medicaid and Medicare from the set-aside requirement

Exempts reimbursements for liability claims, settlements, or judgments, including payments from excess insurers or self-insurance reserves

Amends the Illinois Municipal Code by adding Section 11-6.1.5 establishing minimum funding requirements for emergency service vehicles
