School report cards must include new transfer-related data beginning October 2026: total student capacity per school, number of transfer students enrolled, number of transfer requests received, and number of transfer requests denied with reasons for denial

School district superintendents must file reports with the State Board of Education by the first day of each semester showing total students granted transfers, their school sites, and grade levels

State Board of Education must publish an annual public report by July 1st on its website showing for each district: students seeking transfers, rejected transfer requests, reasons for rejections, and total students transferred

State Board of Education must randomly select 20 school districts annually to audit their approved and denied transfer decisions against district policies; if inaccurate capacity reporting is found, the State Board will set the district's capacity

No state reimbursement is required for school districts to implement these new reporting mandates
