Allows driver's license written examinations to be administered remotely via the Internet or at Secretary of State facilities, and clarifies that helping someone cheat on an exam (including remotely via electronic devices) is unlawful

Extends the restricted commercial driver's license seasonal period for farm-related service industries from 180 days to 210 days in any 12-month period

Expands traffic signal rules to explicitly include bicyclists, requiring vehicles to yield to bicyclists at intersections and allowing bicyclists to use pedestrian crossing signals; also removes the population restriction allowing motorcycles and bicycles statewide to proceed through malfunctioning red lights after 120 seconds

Strengthens bicycle passing requirements by mandating drivers change lanes when possible before overtaking a bicycle, in addition to maintaining the existing 3-foot minimum passing distance
