Expands the definition of "community-based organization" under the Illinois Works Jobs Program Act to include high school-based programs, allowing them to participate in the Illinois Works Preapprenticeship Program

Requires funding from the Illinois Works Fund to be categorized by IDOT regions: Region 1; Regions 2 and 3 combined; and Regions 4 and 5 combined

Expands the definition of "apprentice" for bid credit eligibility to include individuals who completed the Illinois Works Preapprenticeship Program, are working in construction trades, and have Department certification that they will enter a registered apprenticeship within 12 months

Adds one member to the Illinois Works Review Panel (increasing from 25 to 26 members), specifically a representative of a community-based organization that addresses high school-based workforce programs, appointed by the Governor

Authorizes the Review Panel to evaluate Office of Illinois Works appeal decisions regarding community-based organization performance appeals, and allows community-based organizations to provide services related to maintaining graduate lists
