Amends the Mental Health and Developmental Disabilities Confidentiality Act to allow parents or guardians of minors receiving special education services under Section 14-1.11 of the School Code to inspect and copy records of mental health or developmental services they consented to, regardless of the minor's age

Allows designated representatives of students over age 18 receiving special education services under Section 14-6.10 of the School Code to access those same records

Removes the previous provision that granted access to "personal representatives under HIPAA" regardless of the recipient's age

Clarifies that the changes do not affect record protections or access rights under the Illinois School Student Records Act or the federal Individuals with Disabilities Education Act

Maintains existing access rights for recipients age 12 and older to their own records, and for parents/guardians of children under 12 to access records
