Reduces the minimum application threshold for issuing special license plates from 2,000 to 250 applications before the Secretary of State can begin producing a new series of special plates

Clarifies that "applications in process" count toward the 250-application minimum, not just completed applications

Maintains the existing exemption for military service plates and military medal/award plates, which can be issued immediately without meeting the application threshold

Preserves the 2-year deadline for organizations to collect the required number of applications, after which the Secretary of State's authority to issue that special plate is nullified
