Requires the Illinois Department of Transportation to submit an annual written report by August 1 to the Governor and General Assembly detailing efforts to fill open mechanics positions during the prior fiscal year

Report must include total number of mechanic positions, number of unfilled positions, duration each position remained vacant, number of positions filled, and details on recruitment efforts and initiatives

Establishes a workforce goal requiring IDOT to fill at least 85% of all authorized and budgeted mechanic positions each fiscal year

Authorizes the General Assembly to review the report, request additional information, or hold hearings on IDOT's staffing levels, recruitment strategies, and progress toward the 85% goal
