Provides additional funding for teachers in special education, STEM, and arts classrooms due to higher material costs in these programs

Requires a pilot program in high-needs districts during the 2025-2026 and 2026-2027 school years to test the funding model before statewide implementation

Establishes electronic tracking of purchases, an online portal for teachers to manage funds, and annual audits for accountability, with annual reporting to the Governor and General Assembly on program status
