Amends the Unified Code of Corrections to lower education requirements for personnel at county-operated juvenile detention centers, allowing hiring of applicants with only a high school diploma or equivalency certificate instead of requiring a bachelor's degree

Requires the Administrative Office of the Illinois Courts and the Department of Juvenile Justice to adopt administrative rules permitting employment of personnel with less than a bachelor's degree at county juvenile detention facilities

Mandates adoption of administrative rules for training and qualification of county correctional officers to serve in county-operated juvenile detention centers, with staffing needs determined by the county sheriff

Overrides existing laws and rules that may impose higher education requirements for juvenile detention center personnel
