Creates the Neighborhood Freedom from Intimidation Act, establishing civil liability for two forms of targeted intimidation: threatening leafletting and intentional false reporting of violent crimes

Defines "intentionally threatening leafletting" as distributing materials on private property without authorization with malicious intent to intimidate based on race, color, creed, religion, ethnicity, ancestry, national origin, citizenship, immigration status, sex, sexual orientation, gender, gender identity, gender expression, or disability

Defines "intentional false reporting of a violent crime" as knowingly making false claims to police that another person committed violent criminal activity when likely to cause an emergency law enforcement response

Allows victims to file private civil lawsuits seeking injunctive relief, monetary damages, and reasonable attorney's fees against individuals or groups who engage in these prohibited acts

Limits speech-only claims to situations where all four conditions are met: the speech intentionally threatens physical violence against specific persons, targets reasonably fear violence, the speaker intends to cause fear, and the speaker has apparent ability to carry out the threat
