Adds Article 14D to the School Code establishing a framework for dual language education programs in Illinois

Requires the State Board of Education to adopt comprehensive guidance for school districts by December 15, 2026 on establishing new and expanding existing dual language education programs, covering program structure, curriculum, instruction, assessment, staff development, and family engagement

Mandates integration of dual language education into the State Board's Equity Journey Continuum by July 1, 2029, including provisions for recruiting, developing, and retaining bilingual educators

Requires the State Board to establish voluntary biliteracy recognition pathways by July 1, 2027 for students at prekindergarten/kindergarten, 5th grade, and 8th grade levels

School districts may choose whether to participate in the pathways to biliteracy program
