Mandates that online retailers and delivery sellers obtain the purchaser's full name, birth date, and residential address, and require an adult signature with proof of legal age upon delivery

Establishes civil penalties of up to $1,000 per violation, with the Attorney General authorized to seek court injunctions to stop violations with a minimum 5-day notice to defendants

Exempts products containing only essential nutrients, probiotics, or caffeine (under 400 mg per day recommended serving) from the restrictions
