Amends the Open Meetings Act to allow advisory bodies to conduct open or closed meetings by audio or video conference without requiring a physical quorum of members present

Defines "advisory body" as a public body that supports and advises a decision-making body on policy implementation but does not itself make decisions to implement legislation or policy

Defines "decision-making body" as a public body that makes decisions to implement legislation or policy over any part of the state

Requires advisory bodies conducting remote meetings to meet specific conditions including: majority vote approval, 48 hours' public notice, roll call votes, verbatim audio/video recording, and at least one member or official physically present at the regular meeting location when feasible

Maintains existing requirements that the public must be able to hear all discussion, testimony, and votes either at the regular meeting location or through alternative arrangements such as telephone or web-based access
