Lowers the minimum age for voter preregistration from 16 to 15 years old, with applications held by the State Board of Elections until the person reaches voting age

Reduces the age at which a person is deemed competent to execute and attest to voter registration forms from 16 to 15 years old

Allows a Secretary of State instruction permit (learner's permit) to be used as valid identification for voter registration purposes

Preregistration must be completed through the online voter registration system or an electronic voter registration portal with an automatic voter registration agency
