IL HB3040

Requires the Board of Higher Education, Illinois Community College Board, and Illinois Student Assistance Commission to prepare and release annual Data Dashboard Reports by January 15, 2027 and each year thereafter for every public and private college and university in Illinois

Dashboard must include student demographics (race, ethnicity, gender, rural status, English learners, adult students) and institution characteristics (total students, faculty, and staff)

Affordability data required includes cost of attendance, tuition and fees, on-campus and off-campus housing cost averages, and loan repayment rates

Student success metrics must cover applications, enrollments, retention, and completion rates, with demographic breakdowns for each category where possible

Reports must include 5-year data comparisons where feasible and be published on a publicly available website
