Defines "autonomous vehicle" as any motor vehicle capable of automated control along two axes of direction simultaneously, regardless of whether the capability is enabled

Requires manufacturers to submit documentation to the Illinois Department of Transportation, including safety testing data for all seasons and weather conditions, before selling autonomous vehicles or updating their software/hardware

Creates an Automated Driving Systems Review Committee (5 IDOT traffic safety employees plus representatives from pedestrian, bicycle, disability, equestrian, and motorcyclist groups) to evaluate vehicles and determine their automation level within 30 days

Permits only Level 2 automation vehicles for consumer sale and use; owners must file annual reports on miles driven, automated system usage, and any collisions

Prohibits sale and operation of Level 3, 4, or 5 automation vehicles on public roads; violations result in Class A misdemeanor charges, vehicle impoundment, $1,500/day fines per vehicle for dealers, and $25,000/day per vehicle fines for unauthorized manufacturer modifications
