IL HB3047

Prohibits political subdivisions and state agencies from implementing election policies or practices that result in disparate outcomes for protected classes (members of racial, color, or language minority groups), including material disparities in voter participation or access to voting opportunities

Bans vote dilution through at-large, district-based, or other election methods that impair the ability of protected class members to nominate or elect candidates of their choice, and applies similar protections to state legislative redistricting plans

Requires local election authorities to provide language assistance (translated ballots, registration materials, signage, and interpreter services) in political subdivisions with at least 600 limited-English proficiency voters speaking the same language, or at least 100 such voters comprising 2.5% or more of the voting-eligible population

Creates a private right of action allowing the Attorney General, aggrieved individuals, or organizations to sue in state or federal court for violations, with courts authorized to order remedies including new districting plans, changes to election methods, special elections, and nominal, compensatory, or punitive damages

Establishes the Voter Outreach and Education Fund to receive civil fines from violations, mandates attorney's fees for prevailing plaintiffs, and requires expedited court proceedings for voting rights cases; effective July 1, 2025 (language access provisions effective January 1, 2026)
