Creates the Access and Functional Needs Individual Registry Act, establishing a voluntary statewide database for individuals who may need additional emergency assistance due to disabilities, age-related limitations, chronic health conditions, or reliance on assistive technology, service animals, or transportation assistance

Secretary of State must establish and maintain the registry in consultation with local emergency management agencies, collecting information including the individual's name, contact information, residence, type of assistance needed, and emergency contacts

Registry information is confidential and accessible only to authorized personnel within the Secretary of State's office, local emergency management agencies, and designated public safety partners for emergency planning, response, and recovery purposes

Public safety partners must integrate registry data into local emergency operations plans, coordinate with healthcare providers during evacuations and sheltering, and conduct outreach to raise awareness of the registry

Secretary of State must submit annual reports to the Governor and General Assembly beginning January 1, 2026, covering participation rates, outreach efforts, and improvement recommendations; funding comes from the General Revenue Fund, federal grants, or other public safety sources
