Allows couples in Illinois to self-solemnize their marriage without an officiant, provided they have obtained a valid marriage license under Section 203 of the Illinois Marriage and Dissolution of Marriage Act

Maintains existing options for marriage solemnization by judges, retired judges, Court of Claims judges, county clerks in counties with 2+ million inhabitants, public officials with solemnization powers, mayors/village presidents, and religious/tribal officiants

Prohibits mayors and village presidents from receiving compensation for solemnizing marriages

Requires either the officiant or both parties (in self-solemnized marriages) to sign and complete the marriage certificate and submit it to the county clerk within 10 days

Mandates all State and county forms, websites, and public communications, including the "Marriage Application and Record," be updated by January 1, 2026 to reflect both officiant and self-solemnization options
