Amends the Swimming Facility Act to add definitions for "cold spa" (a basin of cold water maintained at cold temperature) and "cold water" (water maintained between 40-60 degrees Fahrenheit)

Extends the validity period for swimming facility construction or major alteration permits from one year to 2 years

Establishes requirements for cold spa operation, including mandatory warning signs about risks, prohibition of use by children under 14, and staff trained in recognizing hypothermia symptoms who are certified in first aid and CPR

Requires cold spa facilities to have a hypothermic thermometer on premises, non-slip decks or mats around entrances/exits, and a visible clock or timer

Mandates that cold spa water must be continuously filtered or sanitized, or drained and replaced with sanitized water between each use
