Amends the Higher Education Student Assistance Act to prohibit denying state or local government grants and scholarships to otherwise qualified students based solely on their noncitizen status

Defines "noncitizen" to include qualified aliens under federal law (8 U.S.C. 1641), nonimmigrants under the Immigration and Nationality Act, and individuals paroled into the U.S. for less than one year

Applies to all grants and scholarships offered under the Higher Education Student Assistance Act, other state laws, or by units of local government

Takes effect immediately upon becoming law
