Creates the Freedom to Train Act, which explicitly authorizes employers in Illinois to establish, maintain, and implement diversity, equity, and inclusion (DEI) policies designed to protect employees and job applicants from discrimination

Permits state-supported institutions of higher learning—including University of Illinois, Southern Illinois University, Chicago State University, and all public community colleges—to maintain DEI policies for students, faculty, and staff

Protected categories under the authorized policies include race, creed, color, religion, sex, age, national origin, sexual orientation, and gender identity

Allows DEI policies to be administered through dedicated diversity, equity, and inclusion offices or other administrative programs established by employers or university governing boards

Takes effect immediately upon becoming law and applies "notwithstanding any other law to the contrary," providing legal protection for DEI programs against potential conflicting restrictions
