Creates the Commission to End Gun Violence in Disproportionately Impacted Areas to study root causes of violence, analyze data, and develop policy proposals to reduce gun violence in targeted communities

Defines "Disproportionately Impacted Areas" as census tracts with high gun violence-related arrest/conviction rates that also meet criteria such as 20% poverty rate, 75%+ children in free lunch programs, 20%+ households on SNAP, or unemployment exceeding 120% of national average

Commission membership includes 6 state agency heads (or designees) plus 26 Governor-appointed members including elected officials, police representatives, nonprofit leaders, news media employees, and 10 residents from affected areas

Illinois Criminal Justice Information Authority Executive Director serves as Chair; members serve 4-year terms without compensation but may receive expense reimbursement

Commission must submit annual reports to the Governor and General Assembly beginning July 1, 2026, with findings and recommendations for reducing gun violence in disproportionately impacted areas
