Removes the requirement that applicants for State University civil service examinations must be citizens of or residents in Illinois to be eligible

Establishes preference for Illinois citizens and residents in hiring, but allows positions to be filled by any qualified candidate after 6 months if no qualified state residents have applied

Requires non-resident candidates who are hired to establish residency within Illinois or within 60 miles of their work facility within 12 months of employment

Maintains existing waiver of residence requirements for technical positions where no qualified Illinois residents are available and for law enforcement personnel examinations
