Creates the Small Farmer Restoration Program Act to support socially disadvantaged farmers (including Black, Hispanic, Asian, Native American, and Pacific Islander individuals) in accessing farmland through agricultural conservation easements and technical assistance grants

Establishes the Small Farmer Restoration Program Fund, with at least 90% of grant funds dedicated to purchasing agricultural conservation easements and no more than 10% for technical assistance and administration

Requires the Department of Agriculture to adopt a scoring process prioritizing applications from socially disadvantaged farmers, limited resource farmers, individuals with a history of land dispossession, and new/beginning farmers (those farming less than 10 years)

Creates the Farm Conservation Corps in partnership with University of Illinois Extension to provide residents ages 18-29 from socially disadvantaged groups with agricultural training and on-farm apprenticeships at qualifying farms with gross income under $250,000

Mandates annual public reporting on Department program recipients by race, ethnicity, and gender, plus research on disparities in land ownership, assistance, and loans for socially disadvantaged farmers, with rules to be adopted by December 31, 2026
