IL HB3071

Prohibits "foreign-influenced business entities" from making political contributions, expenditures, independent expenditures, electioneering communications, or donations to support or oppose candidates, political committees, or ballot initiatives

Defines a foreign-influenced business entity as one where a single foreign investor owns 1% or more of equity/voting shares, two or more foreign investors collectively own 5% or more, or a foreign investor participates in the entity's political decision-making

Requires for-profit business entities to submit a certification to the State Board of Elections within 7 days of making a political contribution or expenditure, signed by the CEO under penalty of perjury, attesting they are not a foreign-influenced business entity

Imposes a civil penalty equal to the amount of any contribution or expenditure made by a foreign-influenced business entity in violation of the law

Authorizes the Attorney General, State's Attorneys, and political committees to seek injunctive relief in circuit court to stop prohibited contributions or expenditures by foreign-influenced business entities; effective July 1, 2025
