Creates the Predisaster Flood Resilience Grant Program administered by the Department of Natural Resources to identify flood vulnerabilities, improve flood resiliency, and restore hydrology in flood-prone communities

Assessment grants of up to $300,000 support activities such as conducting flood flow assessments, developing culvert inventories, and hydrologic studies; implementation grants of up to $250,000 fund restoration projects like reconnecting streams and floodplains or mitigating erosion hazards

Both grant types cover a maximum of 75% of project costs, with recipients required to secure remaining funding through cash or in-kind contributions

Eligible applicants include local governmental units, nonprofit organizations, or private consultants applying on behalf of local governments, provided the project area has experienced a Presidential disaster declaration or Governor-issued state of emergency for flooding within 10 years, or has an approved hazard mitigation plan

Grant recipients must spend funds within 2 years and submit a progress report within 90 days of project completion; the Department must submit annual reports to the Governor and General Assembly beginning July 1, 2026
