Creates a new cannabis delivery organization license category under the Cannabis Regulation and Tax Act, administered by the Department of Financial and Professional Regulation

Restricts eligibility exclusively to social equity applicants, who must be at least 51% owned and controlled by individuals who have been Illinois residents for the past 5 years

Requires $500 nonrefundable application fee plus $500 prorated license fee, with annual $500 renewal fees (fees may be adjusted by rule after January 1, 2026)

Mandates background checks through Illinois State Police for all principal officers, board members, and agents; applicants must be at least 21 years old and cannot be delinquent on state taxes

Establishes operational requirements including weekly physical inventory, data collection systems, unmarked vehicles, enclosed locked storage compartments, visible agent ID cards, and 24-hour theft/loss notification to law enforcement
