Creates the Illinois Health and Safety in Cosmetology and Barbering Products Disclosure Act requiring cosmetologists, barbers, and beauty supply retailers to post visible notices (at least 11x14 inches) about potential health risks from chemicals in beauty products

Requires businesses to provide customers with pamphlets at point of sale containing information about health risks from chemicals commonly found in hair relaxers, hair dyes, nail polishes, and other personal care products

Posted notices and pamphlets must list specific harmful chemicals including formaldehyde, phthalates, parabens, and toluene, along with their associated health risks such as cancer, birth defects, reproductive harm, and endocrine disruption

Illinois Department of Public Health must develop compliant notices and pamphlets, make them available for download, and conduct inspections to monitor compliance

Violations constitute a petty offense; businesses that do not sell or use chemical products are exempt from requirements
