Amends the Public Contract Fraud Act to establish automatic approval of land titles for public works projects if the Attorney General fails to act within 45 days of submittal

Creates a deemed-approved mechanism where inaction by the Attorney General results in automatic title approval, bypassing the standard review process

Current law requires Attorney General approval of land titles before any public funds can be spent on construction or repairs of public works and improvements

Existing exemptions from Attorney General title approval remain in place for land acquisitions under $25,000 for highway right-of-way, utility easements, and flood relief projects

Failure to obtain proper title approval before commencing public work remains a Class A misdemeanor under the act
