Establishes state policy to provide all young people ages 6-19 with access to quality out-of-school time (OST) programs, including before/after school activities, summer programs, and weekend programming such as academic support, arts, sports, health promotion, and youth leadership development

Creates the Out-of-School Time (OST) Advisory Council to advise the Governor and state agencies on policy and funding issues affecting OST programs

Council membership includes four General Assembly members, representatives from the State Board of Education, Department of Human Services, Illinois Criminal Justice Information Authority, Department of Early Childhood, OST providers, school administrators, researchers, and other stakeholders

Council must meet at least 4 times per year and provide annual reports on OST funding status, program quality, challenges faced by providers, and recommendations for equitable access particularly for students of color, low-income communities, and rural areas

Takes effect July 1, 2025
