Adopts the Retirement Systems Reciprocal Act (Article 20 of the Illinois Pension Code) for the Downstate Firefighter pension system, allowing firefighters to combine service credit from multiple participating Illinois public pension systems

Applies only to individuals who become entitled to receive a retirement annuity or survivor's annuity on or after the effective date of the act and who elect to use the reciprocal provisions

Requires local implementation without state reimbursement by amending the State Mandates Act to exempt this mandate from state reimbursement requirements
