Amends the Grocery Initiative Act to add definitions for "independently owned" and "local ownership" for grocery store applicants

Defines "independently owned" in municipalities under 1,000,000 population as owning no more than 4 grocery stores in Illinois with no more than 500 employees

Defines "independently owned" in municipalities of 1,000,000 or more (Chicago) as owning no more than 10 grocery stores with no more than 1,500 employees

Defines "local ownership" as having primary ownership located within the State of Illinois
