Increases the maximum amount of ephedrine or pseudoephedrine allowed per targeted package from 3,000 milligrams to 3,600 milligrams

Changes individual purchase limits from "2 targeted packages in a single retail transaction" to 3.6 grams per day or 7.5 grams in a 30-day period of targeted methamphetamine precursors

Requires manufacturers of products containing methamphetamine precursors sold in Illinois to pay monthly fees to the Central Repository beginning October 1, 2025, with fee levels set by the Central Repository

Exempts manufacturers of prescription-only methamphetamine precursor products from the new fee requirements

Establishes penalties for manufacturers who fail to pay required fees: $500 for first offense, $1,000 for second offense within 3 years, and $5,000 for third or subsequent offenses within 3 years
