Extends the Consumer Electronics Recycling Act's repeal date from December 31, 2026 to December 31, 2031

Expands the definition of "covered electronic device" (CED) to include home audio components and peripherals (wireless/corded devices providing input/output for CEDs), adding a 9th CED category

Changes program eligibility from "residential" CEDs to CEDs "from covered entities," defined as residences through program year 2026, then expanding in 2027 to any person delivering 7 or fewer CEDs to a collection site

Allows manufacturers to use "private network collection sites" (operated by nonprofit organizations or recyclers) in addition to retail collection sites to satisfy collection obligations

Requires manufacturer clearinghouses to develop education and consumer awareness activities, including maintaining a program website with educational materials, collection site locations, and annual program reports
