Creates the New Arrival Student Grant Program administered by the State Board of Education to provide grants to school districts supporting newly arriving immigrant students, regardless of immigration status

School districts must submit applications to the State Board of Education to receive grant funding, with requirements to be determined by the Board

Grant award criteria may include the number of new arrival students enrolled (preschool through secondary), the needs of those students, and the district's ability to meet those needs

School districts organized under Article 34 (Chicago Public Schools) are explicitly excluded from eligibility for these grants

Effective date of July 1, 2025, with funding subject to specific State appropriation
