Prohibits counties, municipalities, and housing authorities from adopting or enforcing "crime-free housing" ordinances that penalize residents, tenants, landlords, or property owners solely for contacting law enforcement or emergency services

Bars local governments from requiring landlords to evict tenants based on criminal history, arrests, or a tenant's association with someone who has had police contact or a criminal conviction

Prevents local regulations that define police or emergency service contact as a nuisance, require tenants to obtain certificates of occupancy as a condition of tenancy, or establish tenant registries used to exclude people from rental housing

Allows aggrieved parties to sue counties, municipalities, or housing authorities in circuit court for injunctive relief, monetary damages, attorney's fees, and costs, but explicitly shields landlords and property managers from such lawsuits

Repeals existing provisions in the Illinois Municipal Code and Counties Code regarding tenant penalties for police contact, and limits home rule authority to ensure statewide uniformity on these tenant protections
