Requires the University of Illinois Board of Trustees to give priority admission to Illinois residents beginning with the 2026-2027 academic year

Mandates that 79% of the University's freshman undergraduate class be Illinois residents for 2026-2027, increasing to 82.5% for 2027-2028

Raises the in-state resident requirement to 86.5% for the 2028-2029 academic year

Sets a permanent requirement of 90% Illinois residents in the freshman undergraduate class starting in 2029-2030 and continuing thereafter

Takes effect immediately upon becoming law
